The paper core of food packaging containers adheres to the mandatory national standard "Food Contact Paper and Paperboard Materials and Products" (GB 4806.8-2022), and must also comply with the general requirements of GB 4806.1 to ensure that no harmful substances migrate when the paper comes into contact with food, thereby guaranteeing food safety. The core safety standards can be divided into four dimensions: raw materials, sensory, physicochemical, and microbiological. The specific requirements are as follows:
The raw material requirements strictly ensure the safety of the source. The fiber raw materials should mainly be plant fibers; if synthetic fibers are included, they must comply with the corresponding food safety standards. The use of additives must follow GB 9685 and relevant announcements, and the use of unapproved additives is strictly prohibited. In terms of sensory requirements, the color of the paper should be normal, without mold spots, dirt, or strange odors; the soaking solution obtained from the migration test should not have abnormal coloration, strange odors, etc. sensory deterioration, and the discoloration of natural-colored paper is not considered abnormal.
Physical and chemical indicators form the core safety defense line. Regarding heavy metals, the residual lead content should be ≤ 3.0mg/kg, arsenic ≤ 1.0mg/kg, and the migration of heavy metals (measured as Pb) when in contact with water-based foods should be ≤ 1mg/kg; fluorescent substances should be negative at wavelengths of 254nm and 365nm, and the use of fluorescent whitening agents should be completely avoided. Additionally, the formaldehyde content should be ≤ 1.0mg/dm², 1,3-dichloro-2-propanol should not be detectable, 3-chloro-1,2-propanediol should be ≤ 12μg/L, and the total migration amount should be ≤ 10mg/dm².
Microbial indicators are required for paper barrels that are in direct contact and not disinfected. The requirements are that no coliform bacteria or Salmonella should be detected, and the mold count should be no more than 50 CFU/g. If the paper barrel uses auxiliary materials such as coatings or inks, it must also comply with the corresponding national safety standards for food contact auxiliary materials. The label identification must follow the provisions of GB 4806.1, clearly marking the compliant information for easy regulatory traceability.
